Mobility charging
On-spot sessions anchor to a published site; on-call dispatches a mobile charger to the customer pin. Pricing uses tenant Set Charges: on-spot and on-call rates are ₹ per km (hub → customer pin), multiplied by estimated distance, then GST. Assign a fleet van (assignedVehicle) and a crew / operator from Users (assignedOperator, dispatchAssignment for the rider-facing summary). Per-site modes are edited under Sites (mobility hub + on-spot / on-call toggles).
